现在我们将会对清关最为复杂的俄罗斯给大家一个简单的业务介绍。
所有出口到俄罗斯的包裹均需要正本的商业发票，机打并加盖公章。
· 以下相关信息为俄罗斯海关对于目的地为大使馆或者外交邮袋寄往当地的要求，请仔细阅读。
所有的快递通过15N,15D,48N的形式发送过去无法进行海关清关。所有目的地为当地大使馆或者外交邮袋的包裹都必须以WEF（门到机场）的服务类型发送过去，并且只能发送到莫斯科和圣彼得堡。请在快件发出之前提前联系目的地SPS服务组，如果有相关的费用必须由发件方承担。
故请各位在今后接收到此类行包裹出口时一定要严格审查目的地是否为大使馆或这是否为外交邮袋。
如果是，请建议客户选择门到机场服务。
· 普通包裹服务(15N) 目的地为除了MOO以外的地区，经济快递（48N)只能发往莫斯科（MOW）和圣彼得堡（LED），文件可以到所有俄罗斯城市。
请在货物发出前咨询Special Service Moscow，任何产生的费用将需由始发站承担。
2. 当收件方为公司的时候，需准备以下报关单据：
1) 向海关提交的申请清关单据，内含收件方愿意清关并能够支付关税（此国家不接受发件人付税和相关海关费用）
2) 俄语发票并加盖收件方公章
3) 收件公司在当地实体注册的证明
4) 证明收件公司是在当地的联邦注册单位
5) 当地国家经济委员会出具的证明
6) 收件公司在银行的帐户信息
7) 收件公司和TNT同时签署海关清关同意书
在某些特殊的快件上还需提供海关要求的其他单据--需要收件方到不同政府部门办理
3. 当收件方为私人时，需要准备以下报关单据：(不接受私人收包裹)
1) 向海关提交的申请清关单据，内含收件方愿意清关并能够支付关税
2) 俄语发票并收件人签字
3) 收件人的身份证或护照复印件
4) 收件人签署海关清关同意书
4. 若收件公司为一家新注册的公司，还需在俄罗斯海关注册相关信息
5. 清关时若有特殊要求，收件方还需得到政府批准的卫生检疫证明
6. 收件人需要支付所有的清关费用和关税（增值税），此国家不接受发件方代付

below is the information from Russia Customs for any import shipments to be cleared.
RUSSIAN CUSTOMS REQUIREMENTS
Please be advised that the Express and Economy services (15D, 15N, 48N) for
Diplomatic bags and any other shipments destined for Embassies and Consulates
in
restrictions.
All Diplomatic and all World Bank bags must be stopped and returned by transit
stations to their origin. The above commodities can be shipped WEF
"Door-to-Airport" only, destination MOW or LED provided the customers are
located in

advance. In the case of non-compliance with these requirements, any costs

The standard documents to be provided by the consignee when a shipment is addressed to a company (not to an embassy):
1) Original letter to the customs station
2) Invoice translated into Russian with the company's stamp (i.e. the receiver's stamp)
3) Certificate from the tax inspectorate that the company is registered there.
4) Certificate confirming that the company is included in the united state register
5) Certificate from the State Committee on Statistics
6) Certificate from the bank
7) Agreement on customs clearance signed by the receiver and TNT
In some cases also additional documents may be required by the customs - to be obtained by the cnee from different local authorities.
If it is a new company they will also need to get registered at the Southern Customs in
To clear the goods the cnees will have to obtain the Sanitary & Epidemiological Certificate from the Ministry of Health.
In this case the cnees will need to pay duties/VAT and for TNT brokerage.
All the customs fees must be paid by receiver not sender, so sender and TNT cannot help on this case, the only way is receiver to pay for it.
